Former Deputy PM Reckons “Rachmanism” Is Back!

We need to take action against private landlords and protect society’s most vulnerable people” – John Prescott

Former deputy PM, John Prescott has used his weekly column in the Sunday Mirror to hit out at rogue landlords in the UK’s private rented sector (PRS).

Mr Prescott wrote: “We tackled Rachmanism through legislation, housing finance and building more local authority housing. But 50 years later Rachman lives on in a new generation of unscrupulous landlords. More than a million rented homes in the private sector are now substandard. But for years, the taxpayer has subsidised them through housing benefit. Research has revealed that at least 36% of London’s council houses sold off by the Thatcher government are now in the hands of private landlords. Rents are at their highest ever to maximise obscene profits.”

Peter Rachman was a Polish migrant, who earned the poor reputation of being the archetypal slum landlord, because he subdivided houses into flats and rooms, forced paying tenants out of their properties to replace them with migrants from the West Indies, as it was easier to charge the migrants higher rents because they weren’t covered by UK rent protection legislation.

Mr Prescott also commented on mega landlord, Fergus Wilson’s decision to evict tenants on benefits and rent to Eastern Europeans instead, writing: “We pay out £9.3 Billion (GBP) in housing benefit every year. It helped people like Wilson build their property empires. But cuts to these benefits and the introduction of the bedroom tax means they’re looking to maintain their margins. Now, only one in five landlords rents to people on benefits. Cutting benefits has led to landlords kicking out the poorest people in society. We must get tough and follow Newham Council’s lead by licensing all private landlords to stop them kicking out the vulnerable to feather their own nests.”

It appears that the former deputy PM must have had a small lapse in his memory because it was the Labour government that introduced Local Housing Allowance, (LHA) – which replaced housing benefit and slashed the amount of money that tenants in private rented sector properties could claim towards housing costs, paving the way for the current unpopular bedroom tax that is affecting tenants in the social housing sector. The Labour government also introduced the ATOS Work Capability Assessments that have been attributed to the welfare reforms that the UK is also currently seeing.

Owning rental properties and letting them to tenants is a business and rental prices are dictated by local area demand as well as the LHA rates in each region, so it is unfair of the former deputy PM to tar all landlords with the same brush. Yes there are some unscrupulous landlords out there, and there are unscrupulous bankers and businessmen too, but they are not being targeted by former politicians who use the media to their own ends.

Wind your neck in 2 Jags, and stick to commenting on matters that you know about, rather than wading into a debate on which you know very little!

More “Help To Buy” Mortgage Lenders Announced

The number of mortgages given to first-time buyers increased by a third in the 12 months to August 2013 according to the latest data from the Council of Mortgage Lenders (CML), with new entrants to the property market accounting for 44% of all residential property purchases during the month.

The CML figures were published as Barclays became the latest high street lender to confirm it was signing up to the second part of the government’s Help to Buy scheme, which is designed to make more 95% mortgages available to first-time buyers, second steppers and home movers.

Barclays join Santander, RBS, Halifax and HSBC in confirming it will use the taxpayer-backed guarantee to make high Loan-To-Value (LTV) mortgages available for property purchasers, meaning that more than half of UK mainstream mortgage lenders are now signed up to provide more mortgages at higher loan to value ratios.

FIRST-TIME buyer numbers are up by almost a quarter year-on-year, lenders said yesterday, amid signs that government efforts to encourage mortgage lending are finally percolating down to people with smaller deposits.

A total of 21,700 loans worth £2.7 Billion (GBP) were made available to first-time buyers in November 2012, one of the highest monthly totals in the last three years, the Council of Mortgage Lenders (CML) said.

These figures mean that first-time buyer numbers were up by 24% compared with a year earlier, and increased by 8% month on month.

The Prime Minister David Cameron insists that the coalition Government’s plans to take a more pro-active role in the UK housing market is “absolutely right” in order to help struggling potential buyers to raise large deposits.

Speaking at a residential property construction site in Lewisham, Mr Cameron attempted to reassure people seeking mortgage advice, stating that the NewBuy Guarantee initiative will help “unblock” the housing market by providing 95% Loan-To-Value mortgages underwritten by homebuilders and the UK Government.

Three major mortgage providers have so far committed to the Government-backed NewBuy scheme.

Barclays, Nationwide Building Society and NatWest Home Loans intend to back the NewBuy scheme by offering products which will tie in with it. Santander and Halifax are also expected to begin offering similar mortgage products along the same lines at a later date.

The mortgage indemnity initiative will aim to help people invest in property even if they only have a deposit of 5% or 10%.

As well as helping people who are finding it tough to save towards 20% deposits, the project is designed to boost the construction sector by spurring demand for new-build properties.

First Time Buyers (FTB) looking to purchase homes in England worth up to £500,000 could be eligible for the scheme in the months to come. The Government will cover 5.5% of the value of each mortgage provided, while 3.5% will be covered by house builders.

Forecasts suggest that as many as 100,000 UK new build home buyers could gain mortgage funding through the scheme.

Mr Cameron said: “The problem today is we have lenders who are not lending so builders cannot build so the buyers cannot buy and it needs the government to step in and help unblock the market. The new scheme was absolutely right in attempting to lower the requirements to more affordable levels of between “£10,000 to £15,000” with the taxpayer and the construction industry underwriting the high loan-to-value (LTV) mortgages”.

Labour’s shadow housing minister Jack Dromey was among the first to be openly critical of the mortgage indemnity scheme proposal, publicly stating that the Government needed to invest directly in the building of more new homes.

Some property industry pundits have labelled the scheme as a “gimmick” to boost the ailing UK construction sector.

Even some lenders remain fairly wary of the Government’s plans and are yet to sign up to the initiative, with only three major lenders signed up to take part so far.

Nonetheless, the Council of Mortgage Lenders has backed the scheme as “good news for home-buyers”.

Why Does Housing Benefit Cost Taxpayers £22 Billion (GBP) A Year?

The latest figures from the Department for Work and Pensions, (DWP), show there are close to 5,000 families still claiming more than the £400 Housing Benefit cap.

According to a report in the Daily Mail

  • At least 100 families are living in luxury homes and raking in enough housing benefits to fund a £1 Million mortgage each
  • Of the 100 families, 60 have their rent paid by the state to the value of £5,000 a month, according to the Department for Work and Pensions
  • More than 30 of those families are given a staggering £1,500 a week (£6,000 a month) to live on and at least 60 families receive more than three times the national average wage, getting £5,000 a month
  • Unemployed living in luxury homes in upmarket parts of London such as Kensington, Chelsea and Westminster
  • Poor families should not be allowed to live ‘swanky’ lifestyles in postcodes beyond their means, says campaigners
  • Calls for the Government’s £400 per week cap to be properly enforced

Although almost four out of every five people on housing benefit pick up less than £100 each week.

At a time when millions of people are struggling to get on the housing ladder, the handouts would easily cover the monthly payments on a £1Million (GBP) mortgage.

Government ministers last year announced a sweeping range of welfare reforms that included housing benefit, which costs the taxpayer £22 Billion (GBP) every year, should be capped at £400 per week.

The figures have been criticised by campaigners and raised concerns that the Government’s plan to cap housing benefit is not being enforced.

Public opinion has been riled by the cases of immigrants and asylum seekers who have been allowed to live in lavish flats at the expense of taxpayers.

The Government handouts have allowed families to live in upmarket parts of London such as Kensington, Chelsea and Westminster alongside wealthy neighbours such as Roman Abramovich and George Michael.

The figures will raise calls for the Government’s benefit reforms to be bulldozed through the Commons – despite pleading from Liberal Democrats.

The data, made public under the Freedom of Information Act, show the areas of the UK that pay out the most in housing benefit are

The DWP says the new rules which have been put in place mean that those families currently getting more than £400-per-week will be gradually taken out of the system and moved into cheaper accommodation.

A DWP spokesman added: ‘These figures underline exactly why our Housing Benefit reforms are so necessary’.

Emma Boon of the TaxPayers’ Alliance said: “This is further evidence that it is right to cap benefits. It is unfair to ask taxpayers to pay for swanky central London homes for others when they can’t afford to live in those postcodes themselves. Many middle or low income families have to decide if they can afford to house their family in town, or if they have to move out to somewhere more affordable. It is not unreasonable to ask those on benefits to make the same choice.”

Both LloydsTSB and RBS face running up more losses over the next three years, whilst Northern Rock has been downgraded by a ratings agency following its purchase by Virgin.

Standard & Poor’s downgrading has come partly because of Northern Rock’s ‘moderate’ likelihood of needing further taxpayer support.

Meanwhile, analysis by Barclays Capital says that taxpayer-backed Lloyds and RBS could be hit with £33bn of new losses, and face having to write down mortgages, other consumer loans and corporate debt.

RBS is 83% and Lloyds 41% owned by the taxpayer since the UK Government’s bail out of the UK banking system.

Mark Lawton, 45, from Town Moor in Doncaster, who acquired a £2million property portfolio, including luxury properties in Tenerife and across South Yorkshire, through fraud has been jailed for two years at Sheffield Crown Court yesterday.

Investigations revealed that Mark Lawton, 45, from Town Moor in Doncaster had committed a series of frauds from which he amassed a significant property portfolio. He owned 17 properties in Tenerife and across Doncaster, which were rented out, but for which he didn’t declare any profits. He also lied about his financial circumstances to obtain a loan by deception, as well as providing false income details in order to claim the education maintenance allowance for his son.

Although Lawton also owned the extensive property portfolio he had claimed that his family’s small tanning salon business only made him an income of around £10,000 per year. HM Revenue & Customs (HMRC) estimate that Lawton had defrauded the taxpayer out of £65,000 in unpaid taxes alone.

Lawton was caught when HMRC seized 10,000 illegal cigarettes which he had been selling and £50,000 in cash stored at his home and business premises. He was found guilty of fraud and failing to pay tax on his business profits.

Lawton pleaded guilty to charges of cheating the public revenue, evasion of excise duty and possession of criminal property (£50,000 cash). He was sentenced yesterday to 24 months imprisonment for cheating the public revenue, three months imprisonment for the evasion of excise duty – sentences to run concurrently. £50,420 cash was forfeited to the Crown for the charge of possession of criminal property. Lawton was also ordered to pay £10,000 in costs.

Lawton’s wife Christina was convicted of fraudulently claiming the education maintenance allowance for their children. The couple’s accountant Joanne Outram, 42, from Rossington was also convicted of helping the couple to prepare false documentation, to facilitate their claim for the education maintenance allowance payments.

Peter Hollier, Deputy Regional Director of Criminal Investigation for HMRC said:

“Lawton made a significant effort to hide his business dealings from the authorities. He enjoyed the benefits of our public services and lived a lifestyle that many families work hard to achieve, but his activity was stealing vital public revenue. It is only fair to those hard working families that he has been brought to justice.”

Sentencing Mark Lawton yesterday His Honour Judge Kelson QC commented: “You and your wife were living well beyond your declared means. What you declared to the Revenue was far short of the correct figure – therefore you were enjoying a better lifestyle than that of honest people.”

The Judge also passed comment sentencing the couple’s accountant Joanne Outram stating: “You are a qualified accountant, a professional person and you did this for personal gain by keeping the custom of your client. The involvement by professional people by making claims on the state erodes the public confidence.”
