Harrow Landlord Licensing Scheme Proposals Could Force Landlords To Make Monthly Rental Property Visits

Harrow council’s decision to force private rental sector (PRS) landlords to make monthly inspections of their rental properties could be in breach of tenant rights, according to the National Landlord Association, (NLA).

Harrow Council’s Selective Landlord Licensing scheme comes into force on the 1st November 2015, and it is proposed that PRS landlords in Edgware will be required to make monthly inspections of their rental properties, disturbing the tenant’s right to quiet enjoyment of the property and creating extra work for landlords.

Tenants Admit Having Problems With Landlords And Letting Agents

55% of tenants in the UK’s private rented sector (PRS) have experienced problems with their landlord or their appointed letting agents according to the latest research from the Association of Residential Letting Agents (ARLA).

The most common issue which affected 31% of PRS tenants was the length of time taken to fix problems in rental properties including issues with boilers, heating and electrical outlets.

Once a problem was raised, tenants have waited an average of 36 days for the problem to be fully resolved. However over 14% of PRS tenants never had their rental property problems fixed at all, according to the research.

18% of tenants surveyed also reported frustrating delays with landlords not replacing worn out fixtures and fittings on demand, including requests to replace old or damaged kitchen cupboards or tired and worn carpets.

14% of the tenants surveyed, felt that their complaints about repair issues were either ignored or brushed off by landlords or their appointed letting agents.

There are a number of rogue traders back in the property investment community as the UK property market picks up pace again following the financial crisis that saw all but the most serious property investors continue to purchase properties.

The emergence of rogue traders and dodgy dealers is nothing new in property investment industry as scammers try to part willing investors with their savings by offering property deals that don’t stack up, costly property investment educational courses and worthless seminars and workshops designed to provide some cover for a high pressure pitch fest full of ill conceived propaganda designed to trigger reckless spending.

There are a number of controversial rogue traders who have been exposed in recent years, however the threat of legal action prevents me from naming and shaming the latest batch of scammers that have been brought to our attention at the present time, but rest assured these rogue traders will be exposed among the property investment community very soon!

Survey Finds 30% of Tenants Quit Rental Properties Due To Poor Standards

Landlords Need To Take Note Of Survey Findings
To Attract And Keep Good Tenants

One in three current PRS tenants have quit properties and ended tenancies within the UK private rental sector due to lack of repairs by landlords and the overall poor condition of rental properties in general.

These shocking tenant revelations are from a survey carried out on behalf of the National Landlords Association (NLA) by shower manufacturer Methven, last month.

The survey of PRS tenants discovered that poor quality fixtures and fittings in rental properties are a major cause of grievances and less than 10% of tenants who took part in the survey were completely happy with the condition of the property they were currently renting.

Over 60% of private rented sector tenants who took part in the survey said the standard of bathroom fixtures in rental properties is below average with 16% reporting that standards were poor. A further 53% claimed a good shower is an essential feature of a good rental property, which is good news for the shower manufacturers conducting the survey.

UK Landlords need a better understanding of the many laws and regulations regarding the safety of tenants in private sector rental accommodation, or they may find that non compliance with any of the prescribed regulations can make them liable for prosecution and will render their Landlord Insurance invalid.

UK Landlords have moral and legal responsibilities regarding the safety of all tenants living in private rented sector (PRS) rental accommodation, occupied under a lease or licence, which includes, but not exclusively:

  • Residential premises provided for rent by local authorities, housing associations, private sector landlords, housing co-operatives, hostels
  • Rooms let in Houses of multiple occupation (HMO’s), private households, bed and breakfast accommodation and hotels
  • Rented holiday accommodation such as chalets, cottages, flats, caravans and narrow boats on inland waterways.

The Gas Safety (Installation and Use) Regulations 1998 outlines the landlords’ duties to make sure gas appliances, fittings and flues provided for use by tenants comply with all the latest UK safety regulations and are not hazardous to the health of the tenant.
