Rent Control Argument Rages On

Most Tenants Would Support Rent Controls

The majority of tenants renting property in the UK’s private rented sector (PRS) would support the introduction of rent controls if they were introduced according to data gathered by a Manchester based letting agent.

The research was conducted by Geo Property Lettings through a number of industry related websites and social media profiles over a 3 month period. The survey discovered that 77% of tenants in the UK private rented sector would support the introduction of rent controls should the Government decide to implement such a scheme. Only 5% of tenants were opposed to the introduction of rent control whilst 18% of tenants expressed no opinion either way.

On 1st October

On October 1st 2015 the Smoke and Carbon Monoxide Alarm (England) Regulations are supposed to come into force meaning that landlords or their appointed lettings and property managing agents must install a smoke alarm on every floor of a rental property used for accommodation and fit Carbon Monoxide alarms in any room that contains a solid fuel burning combustion appliance, and all alarms should be in good working order.

However, there are calls for this legislation to be delayed due to lack of notice and ambiguity of the actual legislation.

The introduction of the new legislation is intended to save lives, we are already aware of the dangers that a potential fire in a residential rented property can cause, however, many landlords remain oblivious to the danger posed by Carbon Monoxide.

Private rental sector landlords and letting agents have expressed outrage over proposed amendments to the forthcoming Immigration Bill (2015) expected to be introduced in September, when MPs return from their summer break.

Section 20 – 37 of the Immigration Act 2014 contained the provision to make it compulsory for landlords to check the immigration status of all new adult tenants. Now officials want to enforce the measures, in order to strengthen their grip on the private rental sector (PRS).

Harrow council’s decision to force private rental sector (PRS) landlords to make monthly inspections of their rental properties could be in breach of tenant rights, according to the National Landlord Association, (NLA).

Harrow Council’s Selective Landlord Licensing scheme comes into force on the 1st November 2015, and it is proposed that PRS landlords in Edgware will be required to make monthly inspections of their rental properties, disturbing the tenant’s right to quiet enjoyment of the property and creating extra work for landlords.

Letting Agents Confirm PRS Rents Are Rising Again

The latest report from the Association of Residential Letting Agents has discovered that 36% of ARLA registered letting agents reported private rented sector rent increases in June, taking PRS rental prices to their highest point since records began.

80% of ARLA letting agents surveyed expected private rental sector rents to continue to grow significantly over the next five years.

East Midlands letting agents reported 48% of tenants were charged increased rents, while letting agents in Wales only recorded 17% of tenants facing increased rental charges.

The National Landlords Association (NLA) have decided to make it a bit easier for floating landlord voters who may not have decided who they intend to vote for yet, by compiling a short at a glance guide to where each political party stands on key policies related to property ownership in the UK private rental sector and landlord life.
As we published on Spotlight yesterday, every political party have their own views on each of the following measures:

  • Landlords’ Register
  • Letting Agent Fees

There was a 42% increase in the number of referrals to The Property Ombudsman (TPO) last year, according to The Property Ombudsman’s Annual Report for 2014.

The latest publication of The Property Ombudsman’s annual report shows that six months after the introduction of new legislation, making it a legal requirement for UK letting agents and property managers to join one of the three government approved redress schemes, the number of letting agencies and property management companies signed up to the TPO scheme has reached 12,915, a new record level.

The 42% increase in registered property lettings and estate agent businesses brings the total number of UK estate agents and property lettings offices offering free, independent route to resolve property and tenancy disputes to 26,735.

The increase in demand for rental properties in the UK’s private rental sector (PRS) from would-be tenants could drive local rental prices through the roof in some parts of the country according to a new report published by the Association of Residential Letting Agents (ARLA).

According to data published in the latest ARLA monthly Private Rented Sector report 31% of letting agent members recorded an increase in the cost of monthly rent for rental properties in UK regions between January and February this year.

41% of letting agents in the South East of England reported landlords increasing rental prices for their properties. However, in Wales only 13% of letting agents reported landlords increasing rental asking prices.
